For home care agencies, scheduling is no longer just about assigning caregivers to shifts. With Electronic Visit Verification (EVV) mandated for Medicaid-funded services, the schedule has become the backbone of compliance, payroll accuracy, billing, and patient trust.
Shift scheduling software with fully integrated EVV connects planned care with verified care, automatically and in real time. Agencies that continue to manage scheduling and EVV in separate systems often face increased administrative burden, compliance risks, and delayed reimbursement.
EVV Requirements
Any Medicaid-funded service delivered in a private residence requires EVV. Services provided in hospitals or nursing facilities do not. Failure to comply can result in financial penalties, denied claims, or loss of Medicaid/Medicare contracts.
There are six main data points that require collection for EVV compliance:
- Date of Service
- Location of Service
- Type of Service provided
- Person receiving the service
- Person providing the service
- Start/End time of service
While EVV is a federal law, each state is responsible for its implementation. This means that each state has its own requirements and reporting systems.
EVV is not just a regulatory checkbox; it directly affects whether your agency gets paid. Many States are implementing a “hard edit” phase, in which claims that don’t match EVV records are denied payment. For example, Delaware has set March 31, 2026, as the date for hard edits.
There are five models for how states mandate EVV.
Open Vendor: The state selects an EVV vendor and data aggregator. Providers can use a state-sponsored vendor at no cost or work with another EVV vendor at their own expense. Alternative EVV vendors must integrate with the state’s data aggregator.
State Mandated External Vendor: Providers must use the state-sponsored, state-funded vendor.
State-Mandated In-House System: States build their own EVV system that all providers must use/integrate with.
Provider Choice: Providers select and pay for their own vendors.
MCO Choice: Managed Care Organizations select the vendor and cover the costs.
How EVV Software Helps Home Care Agencies
As EVV enforcement gets stricter, home care agencies will be well advised to ensure their reporting is accurate, thorough and easy to use. Failures are costly, and complex implementations can be time-consuming.
EVV also represents a valuable opportunity to future-proof organizations and equip employees with tools to work faster and smarter, delivering the best possible patient experience.
Government Compliance
Compliance is not optional. There are costs associated with tracking and reporting, either in human capital or software. Smart EVV software ensures compliance, streamlines operations, and enables you to focus on delivering high-quality patient care.
Protects Revenue
A direct link between shifts and visits improves payroll and billing accuracy, reducing payment delays caused by compliance errors. Faster Medicaid reimbursements improves cashflow.
Eliminate Missed Visits, Late Starts, and Time Theft
EVV tracks both the start and end time of visits. An accurate record makes caregivers less likely to miss or arrive late to their shifts. EVV also prevents caregivers from falsifying timesheets or claiming pay for visits they did not conduct.
Fraud is a major cost risk. The National Health Care Anti-Fraud Association estimates conservatively that health care fraud costs the U.S. over $100 billion annually. While the risk to a specific home healthcare provider is unpredictable, the potential loss cannot be ignored.
Improve Connectivity & Communication
EVV systems can allow employers to securely communicate directly with their care team. Employers also have real-time visibility into where all their employees are via GPS check-ins and see all electronic signatures to ensure that the necessary tasks are being completed.
The results are better interaction quality and speed, and deeper insights into how operations are running.
Better Patient Care and Client Satisfaction
EVV software can automate manual processes, reducing paperwork and errors and accelerating workflows. With smoother operations, there’s less stress for caregivers and managers.
Ultimately, the primary purpose of home health care is to care for patients.
EVV leads to better patient care quality and satisfaction. Better coverage and fewer missed visits lead to improved quality of life and greater patient trust.
Integrate Scheduling, Time Tracking and EVV for a Unified Solution
With an integrated EVV solution, the myriad secondary concerns that hinder home health care agencies can be set aside.
- Scheduling is simplified, with the right caregiver assigned to the right shift.
- Tracking and timekeeping become trivial as the software handles the details.
- Automatic reporting and auditable records deliver compliance and ensure payment claims are accurate.
Back-end operations work more cohesively, saving time, money, and effort. Front-line personnel’s jobs are made easier, allowing them to focus more on their patients.
Best of all, it provides measurable evidence of your ability to deliver excellent service to satisfied clients. Shift scheduling software with fully integrated EVV serves as a strong advertisement for your agency as a capable, caring, and intelligent operation.
